In this area, they were carrying out compensation grouting, to avoid settlement and heave in the hygroscopic clay which underlies most of London. This involves pumping a cementitious mixture down pre-drilled shafts to reinforce the subsoil. On rare occasions the shafts break through into voids, including, under Tottenham Court Road, a plague pit (!). A very rapid increase in flow rate should trigger a halt to pumping.

My supposition (I was a real engineer, rather than a civil, but this is a fairly well-educated guess) is that in this case there was a breakthrough into the control room during drilling or pumping.
