No. These slides are designed to confuse you to the point where you you say "wow, that's some heavy shiat" even though you don't understand it at all.

Then you assume NJ knows what it's doing and let them have a ton of money to do whatever it is they actually want to do, which may or may not have anything to do with these slides, which may have been drawn by fourth graders.

I have a degree in Environmental Engineering, and most of them seem to be masturbation. The one that involves pumps and zoning might make sense, but there's so little context in this slideshow that it's hard to know.

If so, I find that totally hysterical!  NJ finally gets to host the biggest game in the US, and they happen to pick a year when there is almost certianly going to be a huge storm.  Should make the game entertaining for a change.

Here, I always thought that they purposely ONLY played that game in places where there was very little chance of cold, or any sort of bad weather.  Well, to them I say:
