I envision a Logan's Run sort of scenario, where we chase the elderly down with lasers on the tundra in cool-looking jumpsuits. You'd have to buy a permit of course. If I was Prime Minister, that's what I'd do. That would be the ONLY thing I would do, but I would do that.

Ummm, he was on Lake Simcoe, which is 19 x 16 miles in size, no wonder he was disoriented. Regardless, the little derp should not have been walking on the ice, at night, after a freeze/thaw period, with no coat on. I'd charge him with mischief or something and make his parents pay the cops and rescue team for their time.
