FTFA: Now one South Korean designer Korea has taken inspiration from the spy's device to create a concept gadget that claims to instantly transform the user into a human fish.

In other worse "science fiction prop". Just like Gene Roddenberry created a concept gadget phaser.

I can't imagine that breathing a 100% oxygene atmosphere would be terribly healthy.

That's 6 L per breath, which would be around 30 gallons per minute. I foresee problems with fish entrainment with that rate of water flow.

Apparently, you need gills to extract dissolved oxygen efficiently, and fish don't consume as much oxygen as a human does. Explains why they tend to have lighter colored flesh than pork does.

If you exchange me a pair of lungs, I can get you a pair of gills in a week or so.

It's a farking fraud "concept". Can't filter enough water to get the oxygen the user would need; would poison the user anyhow, because 100% oxygen is rapidly toxic. Lots of other reasons to know it's BS, but those two should suffice.

The device would have to move a considerable volume of water across it's exchange surfaces every second to continuously extract enough oxygen, probably with a impeller or something.

I'm not saying it's impossible, but it would require a lot more hardware than is shown. You would probably have to wear it on your back and it would require batteries that would drain after a while. You might as well just stick to your air tanks.

It's not physically impossible, you just need a lot more water than air... Or than this thing is capable of filtering between breaths.

From a physics point of view it's not necessarily impossible to filter the oxygen from the water fast enough, but it would be fully impractical.  The calcs turn out 35 - 50 gallons of water per minute to get enough oxygen (based on the amount of oxygen our lungs can pull in, and how much is dissolved in the sea water... that's based on well oxygenated surface water as well, I can't imagine there's going to be anywhere near that much in a place like the gulf of mexico.  That's in the neighbourhood of 400lbs of water being pulled in and pushed out of the device every minute... if it were attached to your head you'd need REALLY strong neck muscles to survive.  If you had multiple intakes/outputs to try and cancel all the forces from drawing in and pushing out the water, you'd have the problem of sucking in deoxygenated water. 
You'd also need a really strong pump.  200L a minute is in the neighbourhood of 10 times more flow than an old school high volume bathtub faucet.  So in theory I could see the system working if you had a really effective pump, with a large power source, and a very large water intake and output on it.  A careful inventor could maybe rig it up in a backpack with a scoop on the front, and nozzles that came out via hoses near your ankles... it would have the benefit of actually propelling you through the water as you swam too.

On the downside, you'd be breathing compressed air, so you couldn't go very deep without the gas mix being wrong, and things like the bends would be a serious issue.

You'd probably have a lot more luck with a hydrolysis system, but then power is major issue.  It's okay for nuclear subs, but until a personal nuclear unit is reality (ie. never) it ain't gonna work.
