First off, no, it was probably an entirely automated process.  Secondly, even if there was someone pulling letters off the printer and stuffing them into envelopes, why would/should they be looking at your demographic information while they do?  Thirdly, would you find it offensive if someone revealed the selection algorithm prevents black people from ever getting a pass-phrase involving a word of color?

I think your printer and the student finance computer were likely in cahoots. It was probably the finance computer's idea for your printer to break down in the first place and it assigned you that pin to mock you and show the power it had over you.

The problem is that in order for a password system like this to be workable, every combination of symbols (words, in this case) must be equally likely. You cannot rule out specific combinations without weakening the system. You also cannot add additional inputs without weakening the system: it must be totally random.

Also, no, I really don't think anyone thought that "charcoal shade" might be offensive, partly because I don't think anyone thought about this combination coming up at all. If we assume a list of 1500 words from which two are selected, that's 2.25 million possible codes. It would take months to examine each and every possibility.

This doesn't even take into account the fact that her reading of racist intent into a randomly-generated password is flat-out unreasonable.
