He was "chasing demons", but he's also a really good shot who only hits what he aims at? So all he's got to do is produce a stack of fresh-skinned demon hides and he's off the hook, right?

His actions, through violence, forced a sizable number of people to completely alter their behavior for quite some time, up to and including avoiding going to work out of fear of being the next target. Whether he meant it or not, his actions intimidated and altered the daily life of a lot of people.

Our office even told people to either stay home and telecommute or go out of their way to different highways to come in if they needed to and work would cover the extra cost of the travel. So, among other things, he affected the operation of state offices/agencies.

Oh, I'm not disagreeing.  My point was that he certainly can't hope to just be aquitted.  His lawyer is trying to minimize the severity of the convictions at this point.  I'm from Michigan, and I think this guy ought to go away for life.  But I get that his lawyer has a job to do, and the lawyer is making the best defense he can (given his client's obvious guilt).

What I don't understand though is that a normal Detroit drive-by would create more terror than this guy, if you used an even scale (number of people impacted around the event).

What's the threshold for inducing "terror"?  What if say... society had turned into a bunch of panic prone pussies, and the word "bomb" scared thousands of people.  Are you violating the statute?  Meanwhile, the gang banger in LA isn't charged with terrorism, yet everyone reasonably fears going into gang territory.
