It says handgun, but it sounds more like it was a Red Ryder carbine-action, two hundred shot Range Model air rifle with compass in the stock and this thing which tells time.

When you have a big monster icicles 5-10 feet long and weighing somewhere between 50-100 lbs two stories up, you don't want them coming down on someone or breaking near a window. And you don't want to get speared, on a ladder, when no ambulance can make it up your hill.

Funny, the colder the climate, the more people are gun shy.

You know, sometimes the redneck methods are best. During a bad ice storm (2008 or 2009, can't remember), my parents had several ice-laden trees with limbs threatening to snap and land on their power line. Since a break in that line likely would've taken days to fix (the power company was swamped at the time), my dad used bird shot to break up the limbs in question, resulting in a shower of frozen bits instead of one big power-killing branch.

...yes, this happened in Kentucky. How did you guess?

Just last week I was watching a shotgun being used for this task on "Railroad Alaska".

Problem: large pieces of ice may fall off the roof and injure or even kill people.

Solution: knock them off before they can fall unexpectedly.

Problem: you are too old to climb up a ladder and hit them.

Solution: some sort of device that projects force at a distance.

Problem: too old and frail to swing pole or other long object around.

Solution: instead of mechanical energy, utilize chemical energy to project the force.

I can see the logic he followed. A c02 powered pellet gun might have been a better solution, but if he didn't have one, the .22 works. Of course, as he's in the middle of a city it's still a bad idea because of ricochets. So they asked him to stop, and he did. Case closed. The only way it could work out better is if the cop volunteered to get on a ladder and knock the ice off for the old guy. That would be some protecting and serving.

Thought we don't know all the facts here, it's entirely possible he could have been using .22 cb shells...  those are pretty similar to a pellet gun velocity...  

Either way though, this guy doesn't seem like the sharpest tool in the shed.  I don't think this was a smart use of a firearm.
