The logical side of me thinks it's understandable because desperate people do desperate things. All it would take is a horde of pissed off citizens to steal the shipment while it is being placed inside the store, and screwing over others.

Teddy Roosevelt was Republican... for a while. He was fairly conservative though, and by that, I mean that he conserved a shiatload of natural wilderness just so later corporations could rape it... because, drill baby, drill hadn't been thought of in an electoral sense yet... but he knew.... that man was a visionary.

Yeah, I'm sorry, why is there even a private shipment of water in the first place?  People suffering in this kind of environmental disaster deserve protection.
