You seem to be a bit confused.  I'll give you that this was just some local government hack, but it was orders of magnitude worse than the Miami city planner or Grayson's e-mail.

The Miami e-mail was just a collection of images ala 'People of Wal-Mart'.  Inappropriate for work, sure, but it wasn't racist or otherwise something that would be shunned be polite society.

He wasn't making fun of the poor, overweight, or minorities, he was making fun of people who showed exceptionally poor judgment in terms of how they left the house.  You can make fun of Dennis Rodman for being a whackadoo without making fun of a black guy, this is the same thing.

Bullshiat, but you would need the city council and mayor involved to really set up blocks.  DC almost did something amazing by forcing Walmart to either pay a living wage or FOAD, but alas the mayor caved.  Another city will get it right.

So long as that conversation exists nonironically, systemic racism will not be addressed in any real way.
