I'm going to be kind and assume English is not the author's or editor's first language.

As to the subject if the article, all the drivers identified were female. That is a more likely cause than the man draining his pool.

I really don't see the need to arrest the guy.  He's out of a job and his company is out the costs.  I'm pretty sure the lesson is learned here and everyone will be compensated for their losses.

My Neighbors don't have a heater.. (I live in South Jersey).. They drain the pool below the skimmer and water jet line and throw a cover over it..
