It says right there that they calculated it from his income. So, pretty sure the fine is big enough that he can pay.

Besides that it works like traffic fines. It is small but if you don't pay they take away your driving privileges. So, you can't work and your life is messed up.

So, if he doesn't pay the fine, the government takes a few "privileges" away that makes it impossible for him to work.

While there have been many protests against China's "1 child" Policy from around the world, India's fertility have been falling fast, but until recenlty (within the past 5 years) no one has realized that the same practices have been going on there as well. However India has been doing infanticide only at the request of the potential father and in private hospital care.

Both are of course awful, and the woman is often put under anesthesia without her consent, and then they take her baby.

As a final consequence of these practices over the past 40+ years, in each country, both  China and India, there are around 50 Million males or (100 Million total) that will not be able to find brides or start families within their respective countries, as that is how many women have been removed from the population by these practices (roughly 1.25 million "missing" women per year from the average birth ratios between men and women, even when counting the average discrepancy of 1.06 male births for every 1 female birth).

So in essence we're going to see 2 "lost generations" of populations, and probably more as these 100 million males fail to reproduce even one offspring in the next 40 years. The global impact that will mean approximately 500 million less in population growth over that same time frame (40 years), but a whole lot of possible negative societal impacts will likely come about, just like Iran and Iraq during their war from 1982-1988 where nearly 40% of the males were killed off on both sides of the border.
Iran and Iraq had just gotten back to some level of gender parity when we invaded Iraq in 2003. Since the Iraqi war/occupation that reproductive group of males has been reduced again by about 20% of its 20-40 year old males during the 10 years of war there, and with the continuing violence it looks like that population won't be recovering any time soon, so Iraqi's will also have a significant 2 generations of losses, but for "the 60th-120th trimester late term abortions" as the Farkers around here like to say, instead of gender selection issues.

They do. What's happening in China is not a choice. Additionally, many pro-choice people are feminists, and the fact that female children are disproportionately killed is also a woman's issue.
