So if it can be shown that someone's death could have been prevented had emergency vehicles been able to reach the scene sooner and that the bridge delay was the root cause, can these aides be prosecuted for manslaughter?

Yes.  Whether or not they are convicted is another story, but they absolutely can be prosecuted.

Calm down, even Dick Wolf or Jack McCoy couldn't make homicide charges stick.  Way too much to prove "beyond a reasonable doubt" for homicide.

OK, now we're getting somewhere. Vets were forced off an open mall. Which vets? When? What mall? This is the sort of information it is customary to provide for the people with whom you are trying to communicate.

If he's talking about the shutdown, he's wrong about both the idea that it was open and that vets were forced off. That's only my best guess as to what he might be referencing, though.
