Um, congress is in session as of today, and having been to the capital I can personally attest to the fact that they're literally within walking distance of each others' offices.

So... don't really see why you'd need any more phone interaction than "my secretary calls yours to set up an appointment" there most of the time.  I imagine this holiday was an exception pretty much because a lot of things expire between sessions so they need some coordination to get things in a row early in the second session... not because of any change in the amount of animosity between co-workers.

We know Obama has spoken with House and Senate reps before. Heck, we've even had Republicans refuse the president's invitations to talks. So the not reaching out consists of Obama not making a personal phone call to each and every Republican in congress? Is this really something presidents did on a regular basis before Obama?
