Well, I hope so.  Congressmen are ripe targets for blackmail and treason, far more than the usual people they're spying on.  And congress should welcome it, because, you know, if you have nothing to hide, what are you afraid of?

1. If you aren't eligible to vote, you aren't eligible to contribute. No corporate contributions, ever. The DNC and the RNC are corporate entities, and would therefore no longer be able to bankroll anybody. Same with unions.

2. No electioneering or any kind of official anything allowed until 3 months before state/local elections, 6 months for nationals. Sharia-type punishment for even minor violations.

3. All incumbents must survive a vote of no confidence prior to the election, or they cannot run until the next election.

4. In the event of a war vote, those who vote for it must volunteer themselves and their families for the duration of the conflict; those who vote against must volunteer themselves and their families if we are subsequently attacked.

5. At the end of each term, special prosecutors review every politician's record, and file charges as appropriate. Constitutional violations will constitute treason.

6. The winner of the Presidential election, prior to the inauguration and in public view, must kill the sitting President and eat his/her heart, brain, and gonads. Incumbents eat the loser.

I would bet they have for a long time now.  I suppose that surveillance comes in handy any time some congresscritter gets uppidy and wants to rein in the NSA even a little or talk about their budget.  "I think neither of us want the public/your wife to know this.  Lets talk about that bill."

I'm sure some would say that might be inappropriate to do, but consider that congress has the potential to do far more harm to America than Al Qaeda could have ever hoped to do (and they record of doing so).
