Likely poor testing methods or calibration.  When it comes to measuring BAC, I wouldn't believe anything but a blood test.

KCRG reported that the highest BAC believed to ever be recorded in Johnson County was registered in 2012 when a 24-year-old man's blood showed a 0.627.

That's just the county record? Good lord! I remember when I was younger we always believed 0.5 was death.
