That film definitely comes across as rich white people trying to keep poor stupid brown people from taking over the world. Note no mention of  the advantages of family planning to middle class or higher white people. I wouldn't have been surprised if it had mentioned how birth control can help defeat Communism by reducing the teeming masses.

The film's date is 1967, shortly after Griswold v. Connecticut, (1965) which made contraceptives legal in the US - there could finally be propaganda about the subject.

The Population Council has a rather iffy heritage.

Classic Disney productions had a very direct method of population control. Once a family reached the maximum allowed number of children (normally only one, but the amount arbitrarily varied), the mother was humanely euthanized.*

In some outlier cases, however, entire families would be left intact despite having huge numbers of offspring, though it was discovered they were only being allowed to overbreed so that their children could eventually be turned into stylish spotted coats, officially licensed and sold by Disney.


*by "humanely", I mean they were very skillful at it and rarely needed to use more than one bullet. Though some argue that the "retirement" of the Little Mermaid's mother via tuna net was both cruel and excessively preachy.

That's a rather imfamous audio clip performed by "charlie the painter" from Kentucky called "duckjob". Note that it doesn't mention Donald Duck and it hasn't been sued into oblivion by Disney. One animation of his bit.

On YouTube you can find hundreds of copies attributing it to Robin Williams, Adam Sandler, or others by searching things like
