Yes, they are responsible under the Vienna convention.   There are photos of the consulate on Google Street view.  It is a large consulate as consulate buildings go.

My suspicion is that this is related to internal PRC politics.  Arson and small bombings as a form of industrial and economic sabotage were much more common there than I realized, especially against an otherwise unassailable entity.

The chinese consulate in SF is right on Geary, a main road. There are no outside guards. The inside guard (singular) is a Russian rent a cop. I predict it was a white guy(s) that did it.

Oh?  Any particular reason? If it was anywhere but San Francisco, I would suspect more of a racist or nationalist motive.  It's SF, huge Chinese community, and a large number of other southeast Asian demographics.

There has not been a huge amount in the news that would really stir up feelings against China.  They have gone a bit silly about the Senkaku Islands, but your average racist ultra-nationalist probably can't point out the Diaoyudao Islands on a map.

/saw a mostly-Chinese group protesting against the CCP outside the Asian Art Museum last year when they had some of the clay warriors on display

Hahahahahaha obviously you don't live in SF. On the outside there is a hard liberal shell of inclusive, progressive politics but in it's darkest heart is a band of anti-Chinese sentiment that permeates the city.  It doesn't help that Chinese are buying up houses in the last poorest neighborhoods and are evicting tenants to raise the rent and eventually gentrify the area , or the first Chinese-American Mayor is allowing corporations to run rough-shod over the city at the expense of life-long residents, or a history of anti-Chinese sentiment in the city.

Also this year's New Year eve celebrations were punctuated with fireworks thrown in the street, street fires, attacking people who were celebrating, an Anarchist's mischief night if you will.  Don't believe the "Branding" of SF, it's true nature is not as liberal as it would have you believe.

No I don't, but if you have a problem with Chinese people, there are a lot of other things you can set fire too that will be more Chinese flavored and hit closer to home to the Chinese community in SF.  If you have a problem with the Chinese government, the consulate is pretty much your best option.
