Huh?  San Diego has a very low crime rate.  Was ranked 9th safest city in the US by Forbes in 2010, and is well below the national average in most categories.

I think someone hit the nail on the head earlier; police are cooking the books to keep their crime stats better/good.  See, if they don't take a complaint, then there's no crime and they can say they have less/no unsolved crimes.

How can they even claim is it a civil matter?   Seems pretty blatantly fraud to me.

I had a friend watch as thieves stole the muffler off his Rabbit. He called the police, complete with the plate number of the truck they were in. The cops said there was nothing they could do.
