Sometimes people don't always save their numbers if they don't plan on keeping them.  Guy meets her on the street, they do their thing, she writes number on paper and calls later.  Misdial.

Also, I've heard rumors that some vice cops give their information to hookers in the event they get beat up or need help.  They know they won't stop hooking but don't want them to be hurt just because they're doing what they feel they have to do.
