Because there are no roads between Togiak and Anchorage. Large mountain ranges are hard to make roads through.

Taking what I know from movies, him being drunk had played a bigger factor into him being dragged by his shirt for that distance than we may realize at first.  Maybe he had peed on his shirt first and that made his shirt very strong.
