Yep.  Unlike the moron father, the TSA agent saw the kid sitting up there and you just know he thought "what a dumbass, that kid might fall" so he positioned himself just close enough and watched the kid just in case.

2 year olds are surprisingly durable. Basically, they fall all the freaking time off everything you can possibly imagine. It's a combination of not having any fear of anything and still being pretty top heavy and uncoordinated.

True story: Was flying out of Pittsburgh on my way to Dallas on business a couple years back and witnessed a mom put her baby on the conveyor belt and proceed to watch as she was about to be carried into the scanner. Everyone on line started to say Whoa Whoa Whoa at the exact same time. I happened to be right there to grab the carrier. I was about to rip into the lady when a Female(black) TSA agent violently shoved me aside to get the privilege of getting in the Moms face with a "Oh no you din t". Ya cant fix stupid folks.

This. I think they have to be durable, given the difficulty they have in not falling over from a standing position. My baby used to throw tantrums by folding over at the waist and bashing her forehead on the floor. The last time she ever tried that was on a concrete deck.

I once caught my neighbor's six-year-old child, Ross-John the Demon-Spawn from Hell as he took a running head-first leap off the softball bleachers. I reached down and got his ankle just before his little head would have hit the concrete. There are people in that town that still won't talk to me.

Aside from the carrier possibly getting stuck, if the scan attendant was t paying attention he could have given the kid quite a dose. Nothing near deadly or immediately tumorogenic of course but radiation is damage is permanent and that kid has a long time to live yet...
