The NSA's reasoning appears to be:
 1) Denial that he took anything,
 2) Acceptance that he took something so he is a dirty thief,
 3) Denial that he took anything important and he's not just a thief but a traitor
 4) Acceptance that he has a few things that every knew anyway, but he won't release them
 5) Denial that he has anything new...
 6) Acceptance that he has info on some stuff, even new stuff, but no one is paying attention to
 7) OMG, if he has that stuff then he might have some stuff that is really important, someone get that shiat back now!!!

A contractor for the government was able to amass a treasure trove of sensitive, classified information. So much so, the NSA is willing to forgive him if he'll just stop releasing it.

Is anyone being held accountable for this clusterfark?

Why do I have trouble imagining Snowden trusting their offer of amnesty?

FBI: "Sure friend, just come back to US soil. No harm will befall you. Trust us. We're the good guys and never lie."
Snowden: Bite my shiny metal ass!
