The plural construction is a trap.

"Alright, we've had enough.  Clearly, your entire family, upbringing, values, genetics, lack of intelligence, and violent nature will contribute nothing to society.  In fact, you are by far a net loss for our city, causing innumerable problems and costing far more time and money than you could ever repay.  Why don't you just take this special beer, drink it**, and then go to another town."

In less "civilized" societies, these incorrigibles would be taken out of the gene pool either by state or private action or prevented from procreating by isolation from society. Here we pay to defend them, offer no real meaningful consequences for their lawlessness, permit them to continue to father children even while incarcerated and provide soicial excuses for why they offend. Our incapability to effectively deal with habitual lawbreakers (including violators of laws requiring proper support and rearing of children) assures us more of the havoc these type of people visit upon us - crippling law enforcement costs, property damage and losses, personal injuries and death. What a sad shadow of a once-great nation we've become.

Where do we stop? Who makes the call? Who is going to be considered fit or unfit? It's easy to look at the worst of the worst and say "Ok, let's snuff them." The part that makes me extremely uncomfortable, beyond the fact that ANYONE could have that power, is that the boundary would never be properly defined. You get the wrong person in the right position and suddenly you've got a pogrom against the gays or the Jews or anyone who doesn't agree with the Captain's beliefs.

As an aside, I liked the top jobs scroll on the right: taxi cab driver, driver with CDL, short order cook. Good GOD, those are the TOP jobs?

I saw "North Omaha" and began to wonder.  Birthplace of Malcolm X, home to one of the earliest chapters of the NAACP, and recently (2006) subject of a controversial bill that might have created a de facto segregated school system.  Omaha is a uniquely strange place (watch the movie California Dreaming with Lea Thompson) and this area is a subject of controversy

It was crazy.  One of the highlights was the younger cousin who shot his uncle in the face, fled from the cops, holed up in a house for over 24 hours, shot at the cops, and then had "a pretty good feeling the judge is just gonna give (him) probation."

Yep.  There's an argument to be made for eugenics, but I don't want to see us giving the government that discretion any time soon.  Way too open for abuse.  Same thing as the "license to reproduce" gambit.

With prison tats, they tend to use what is readily available, like ink from ballpoint pens and markers, so you're not far off.

It would benefit all to offer  a-hem some people $1000+ to get sterilized. They do it willingly for the money; they no longer breed. The only problem comes 5 years down the road with the spayed and neutered people calling the ambulance chasers: "I was drunk/high/stupid then and now I deserve more kids/money/attention. It was racist of them to offer me money to stop breeding."
