The pad costs the same as it always has to maintain. Counting revenue you are not yet capturing from a commercial deal and including existing overhead does not mean the delay is costing you. Quit twisting words.

Opportunity costs are, indeed, costs.  If I have take off work to sit and wait 4 hours for a plumber to show up, the repair cost whatever that guy billed, plus the time I was not able to work (minus the taxes and expenses I would have had working...).  Opportunity costs are a real thing, and should be included in budgeting calculations.
