So it is a strategy group, just not "the Strategy Group".

I'm betting that this is how it went down:

RSC: "We need to really push more stupid and hugely irrelevant bullshiat about Obama, Reid and Pelosi. That's really going to rally the base!"
Guy that got fired: "How about we actually work on developing some good policies and step away from the derp machine for a while. That will definitely draw independent voters our way."
RSC: "I don't think that you understand how to win elections."
Guy that got fired: "I think you're all a bunch of whackjobs that are killing my party. We'll just see how long you guys last once I tell others how insane all of you are."
RSC: "Yes, we WILL just see."

As I see it, the "Republican Study Committee" is a type of GOP strategy group.  The capitalization in the article's headline could be a bit misleading, however, the capitalization in Subby's headline makes my head hurt.

He probably told the truth to one of his bosses. You just can't do that to a republican congressman...they need a lot of filtering and gentle massaging before a chat about policy. Just running up and dumping a bucket of cold facts on someone is going to get your ass kicked.

Exactly what we'd expect.  He didn't get fired for being a horrible leader and pushing horrible policies...he got fired for working against those horrible leaders and their horrible policies.
