They've been able to do this for years.  They can also activate your phone microphone at will.  This is not new, nor is the reporting on it.  I remember reading about this when Blackberry added "disable camera" to their BES software because the feds complained about losing the ability to do exactly that.

On your cell phone it's all moot.  They can activate the voice microphone just because it's there.

Oddly enough, I haven't heard anything about activating a USB microphone at all.  But if you have a laptop with one built in - it's safe to assume they can control it if they want to.

Google bomb-making techniques a few too many times and someone's probably going to start watching your computer's camera.  There's a small-but-significant chance that a bomb builder would use the laptop as a reference and build their device in the frame of said camera.

There's a much higher chance they'll just catch somebody jerkin' it.

Every laptop I had I stuck a piece of electrical tape on it the camera, when I showed the GF why she was pissed since their new laptops had cameras. She now has tape over hers as well.

Agreed, it's probably been done once or twice, but it's not widespread and they can't hit EVERY FARKING COMPUTER.  This is the equivalent to the old urban legend about the feds watching you through your TV.
