These numbers are pretty surprising to me. I see a woman in wobbly heels boldly wander into red intersections oblivious to traffic on a daily basis.

Uh, because men have to be the ones to get out of the car to check under the hood or change a tire while the woman complains about how long it takes for him to do so.

Submitter's powers of deduction are awe-inspiring.

My suspicion is that men walk more often than women, and probably many of the ones getting run over are homeless and/or carless. They walk everywhere (because they have no choice) and thus their chances of getting hit are much greater.

The report itself seems to be hundreds of megabytes of marketing slogans. It's praised by streetsblog so you know it's not serious.

In 2012, 26.9 percent of pedestrian-involved crashes took place when the pedestrian was crossing the street with the signal. 23.6 percent occurred when the pedestrian was crossing with no signal (or on the sidewalk), and 20.4 percent occurred when the pedestrian was crossing against the signal. This is consistent with another set of findings, which show that 36 percent of crashes are caused by driver inattention. The next most common cause is pedestrian error/confusion, though at 21.5 percent, it's a distant second.

Figures may not add to 100% due to deceptive reporting? See page 34 of the report.

Likely driver's fault: 26.9% crossing with signal, 5.7% crossing in unsignalized crosswalk, 3.7% not in roadway, 0.5% walking along road facing traffic, 0.1% getting off school bus.

Likely pedestrian's fault: 23.6% crossing midblock, 20.4% crossing against signal, 7.6% "other actions in roadway", 6.9% emerged from behind parked vehicle, 1.4% playing in roadway, 0.7% walking same direction as traffic.

And 1.1% working in roadway could go either way.

I blame yoga pants.  You're crossing the street on a heavily used street during rush hour.  A twenty something hard-bodied babe in yoga pants is crossing towards you.  Of course you're going to turn around to check her backside out.  Then WHAM!  The truck hits you, because the truck drive was checking out her ass, too.

You see it as hoping to force a car to stop, he sees it as expecting the driver to follow traffic laws.

At least in my state if the intersection is not marked the 6 feet in any direction of the intersection are to be treated as if they have a marked crosswalk, pedestrians in a crosswalk marked or unmarked always have the right of way.

Most states have unmarked crosswalks at unsignalized intersections. Mine does not, and I don't think the majority law is a good idea. I appreciate the intent of the law, but there are too many situations where the intersection is not obvious to drivers. Is that legally a driveway, a private road, or a public road behind those bushes? Only in the last case is there an unmarked crosswalk.  The point of right of way laws is first of all to make everybody agree who has right of way.

In NYC I expect most of the statutory crosswalks are marked.

Of course the day I post about how women are poor street crossers, the guy next to me at the crosswalk looks directly at the red hand, an oncoming vehicle, and just steps right in front of it and misses being turned into a road stain by about 6 inches. Seriously, crossing the street isn't hard. Frankly I sort of wished the car wouldn't have slammed on his brakes and let Darwin do his work.

That's a typical pedestrian in San Francisco.  I'm surprised there aren't more people pancakes here.

I just don't understand it. How can someone be a functioning member of society, have a job, kids, hobbies, opinions etc. and then pay zero attention to a situation where you will absolutely die because you're so dumb?

It can be both.  Counting on every driver to be a good driver is pretty much maxed out naive.

Stupid is as stupid does. I judge people by their actions. People aren't generally 100% stupid or 100% smart throughout their entire lives. Only a stupid dummy would puff out his chest and try to stand up to an oncoming car. I don't care what his IQ score says, at that moment he's an idiot.
