It's from Scooby Doo and the Witch's Ghost (they were also written into a later Direct-to-Video release as well as episodes of two Scooby Doo cartoon shows afterward), it's what happens when Scooby Doo writers try to create Goth characters. Story was based in a town that was pretty much Salem, MA with a fake name. The Hex Girls characters describe themselves as "EcoGoths" (no real term like that exists) and apparently Wicca (which supposedly being an EcoGoth is related to, while not having the 'Scooby Doo universe characteristics' of a Wiccan), a pagan offshoot religion started in the 1950s, is instead to those writers a hereditary based belief structure (similar to Judaism) that was around during the time of the Salem Witch Trials. If you let your mind wander, it's actually pretty fun to watch and the music isn't half bad.
