You would think they might include a picture to help explain things. Even a GIS on "mouse parachute Guam" turns up nothing, but there are a bunch of mouse parachuting images.

This article, http://www.guampdn.com/article/20131203/NEWS01/312030006/Mice-drops-h e lp-kill-snakes , explains that this is a small test performed on a fenced in area of forest. It includes a video that shows some images of the "parachutes" though not in action.

This is nothing.  During WWII there was a plan to burn down Tokyo using bats carrying napalm.  They were going to be dropped at dawn so they'd seek shelter in the eaves of buildings, then their timers would go off and they'd light up.

We tested it once and managed to burn down part of an airfield.
