This is exactly why we're going to see more and more anti-immigrant sentiment and action in Europe as it becomes more and more "diverse." They're beginning to realize that it's their culture that's in greater danger of disappearing - not the immigrants'.

It is not that I think they are important, but, I do think they are funny. It's a nostalgia thing. I've also noticed the lack of anvil related violence in most modern cartoons. If you'd rather not watch Wile E. Coyote run off of cliffs; go for it! Have fun storming the castle!

They don't see black face as a big deal because they don't have a history of it being used to insult and mock dark skinned people. Americans are looking at it through the lens of their history, which is typical US-centric thinking. Some parts of South America have people walking around in full length robes with pointy full head masks. Looks exactly like KKK outfits from the US but for them it's a religious custom. Has nothing to do with the klan or racism but tourists from the US are often shocked and offended.

Let Holland work this out for themselves. Certainly the argument can be made that the black face misrepresents the actual physical characteristics of those of African descent and that the chimney sweep  explanation is a revisionist rationalization but to use the history of racism in the United States as a reason why Holland should change is just more cultural imperialism.
