It's a form of diminutive or emphasis or intimacy or suggestion. Seriously, there are tons of repeated things in Chinese, from the words for siblings: jie jie, mei mei, di di, ge ge, to things like "Have a look!" "Kan kan!" or "kan yi kan!"

I don't know but I've been told that it's a tradition to give pandas a double name.  Even people who are panda-like get double names.  This is Ten-Ten (note the panda like ears on the top of her head and the Chinese top she's wearing?)

It's a way of creating a diminutive, sort of like the difference between Sam and Sammy. They give babies similar "milk names", before they get their real names, too. So, like, for the cute.

Sirhan Sirhan isn't Chinese, though. (and neither is Boutros Boutros Ghali!)
