Didn't RTFA I take it? Although given how frequently our ferries ram the docks, you can be forgiven for assuming it was yet another one of those occurrances. At this point, I think they've decided it's a proud tradition to crash into the dock regularly and have a sign up somewhere that says "X # of days since we wrecked a boat/dock" and feel obligated to fix that "problem" if the number gets too high.

Before the Fark Navy comes in and corrects me, I know they are technically ships, but everyone calls them boats.

Driving is not so hard, docking without crashing takes some skill. Starting up any big air-start diesel like this, a locomotive, etc is a somewhat involved process and it seems he didn't get past that.

CS,B: Years ago I had a bunkering / chandlery client that had a fleet of tugboats, and one day one of the high-muck-a-mucks came in looking very agitated, and told the techies to revoke a certain access card.

We were checking out the video surveillance system approximately 30 seconds after he left the room. As it turns out, one of the pilots had brought one of the boats in so fast and slammed so hard into the dock that A) the boat literally bounced back 20' in the water, which I didn't even think was possible, and B) a big section of steel coping popped off the concrete pier and fell into the water.

Pretty sure alcohol was involved.
