Wouldn't say Obama is the least influential, maybe the not so effective. The spying controversy, the promising but now sort of a mess ACA issue, the short government shutdown. Just things are going his way. But as head of one of the most important countries in the world? Still influential if not as much as in years past.

I guess it's a qualitative assessment based on peoples' opinions rather than being based on anything real, because some of the people on that list have been greatly influential, for better or for worse.

Edward Snowden, for example, is a guy who changed history with his whistle-blowing. All of the pop stars on the list have topped headlines at different points of the year, and Miley Cyrus in particular has had enough influence on the world that twerking is now in the common parlance of the media.

And Barack Obama may be an early lame duck president who doesn't get things accomplished due to the obstructionism of the opposition party, but he's still extremely influential to anyone who's in the healthcare marketplace, or to anyone who's facing drone strikes, or to would-be whistleblowers who are afraid they'll wind up like Snowden, in exile and hated by 40% of the people they were trying to help.

I don't understand "least influential." It's sort of like proving a negative. And anyway, negative influence is still influence. it would make more sense if this was a "least inspiring' list.
