Linked article within TFA says he loaned her money, and then intervened with a disciplinary panel to try to reduce her penalty and to have the financial impact of her suspension spread out over time.

It's not stated as such, but it appears that her arrest has something to do with the NASA disciplinary process.  I'm guessing maybe she drove drunk on NASA property?

As with Al Capone, the easiest things to nail people on are financial irregularities.

Btw, you might be surprised how much money and effort are spent on financial audits of relatively minor players in hopes of uncovering something useful for partisan attacks.
