Forever Stamps have been killing stamp sales (commemorative and otherwise) for years now. Nobody buys regular priced stamps anymore.

The post office is not losing billions of dollars.  The Postal Service had about a $800 million in profit last year.  Congress passed a law that said the Postal Service has to put $5.8 Billion every year into a bank account and put it on their books.  So now a $800 Million profit looks like a $5 Billion loss but only to idiots who didn't pay any attention.

The post office is in the red mostly because of a stupid congressional mandate that they prepay 75 years worth of retirements or somesuch, and their on-time delivery record is super impressive and stamps are incredibly cheap.

That said, Harry Potter stamps are stupid idea, and if they want to do fantasy, base the stamps on American fantasy novels, such as Game of Thrones.
