I am sure adding schools, hospitals, roads and bridges will make them into an effective country that no longer tolerates/supports the Taliban and we can all live happily ever after then unicorns will fly out of my butt leaving a rainbow trail.

But you forget....all these projects will give the big T many more targets to bomb.  Plus, they'll be able to get to them much faster and safer too!  It's a win/win situation.

I would also guess that the biggest drop came from state and local governments, not the Feds.

Also, very misleading graph. The decline was less than 1/3, not the vast majority.

Still awful, but not as bad as the graph appears to indicate.
