We have a similar but less flashy insect in my area, Acanalonia bivittata.

The scant amount of info in the article said that they're used as a sensory tool, and that some nymphs have them in a fan like pattern which slows a fall out of trees.

Things with weird color patterns are often poisonous (or taste really shiatty), so that may also be a benefit. It looks amazingly weird though, and very tiny if that's a leaf that they photo'd it on.
