The difference being that the Upton/GOP bill not only allows insurance to continue existing plans, it also allows them to sell NEW plans that don't comply with ACA rules...

/Boener has already said that the bill is a step towards repeal...

Let's see....he can take care of business via Executive-branch enforcement policies, and really shifts the blame back to insurance companies without actually changing the law. There was a TV on MSNBC (of all station) all day yesterday at my office and not once did they mention this in their non-stop coverage of Upton's proposal. I had to go on Fark to learn about it.

He should have taken this offer from the republicans and avoided the shutdown.  He could have come off as a magnanimous statesman who could compromise for the good of the American people.  He could have got a ton of mileage.   Instead he comes off as a rigid partisan hack who has learned nothing and is still an incompetent community organizer out of his league by light years who has just bummbled his parties chances.
Moving on lets look to see if he has the authority to change congressional legislation.  Howard Dean (d) what do you think?
