Actually, if what Bill Kristol said is in any way accurate, the plan is to extend the deadline for regulation compliance for one year to allow time for those who are on substandard insurance policies to shop around and find compliant policies.

I actually don't think that's terribly unreasonable, given how many people were blindsided by this (I know, they shouldn't have been, but I don't blame people for not going over their policy to see if it was ACA compliant), and how bad the rollout for the exchange website was.

But since the Republicans are introducing it, and Kristol was the one explaining it, I don't quite yet believe that that is the entirety of the bill. It's probably that plus Obama has to resign and cut food stamps by 50%.

If you're curious of the differences between the GOP and Senate Dem "fix" bills:

A bill from Rep. Fred Upton (R), chair of the Energy and Commerce Committee that's really just another repeal bill in sheep's clothing. Upton's bill would allow insurance companies to continue to offer the existing, crappy policies that were in effect as of January 1, 2013. Upton's bill also allows insurance companies to cancel those policies at will, and try to push people into more expensive ones. A big win for insurance companies, maybe not so much for the people Republicans say they want to protect.

Senate Democrat Mary Landrieu's bill would let people who have policies in the individual market keep their current policy as long as they keep paying their premiums. The bill applies both to the plans fail to meet the law's standard, and to the good policies that fail to meet the law's standard for "grandfathered" policies. This second part gets at the practice we've seen from insurance companies taking advantage the confusion the law has created to cancel people's policies and automatically enroll them in much more expensive policies. Companies are canceling plans that were grandfathered and were perfectly acceptable under the law to try to force people into more expensive plans.

What Landrieu's bill would do would be to force insurance companies to annually (at renewal time) inform customers: the reason their policy is substandard-why it doesn't meet the requirements of the new law; the enrollee's right to keep this policy; and that "the enrollee has the right to enroll in a qualified health plan offered through an Exchange and instruction on how to access such Exchange." Additionally, if the insurance company is canceling a policy, they have to provide an explanation as to why it's being canceled, including "a reference to any provision of this Act (or an amendment made by this Act) that such issuer relied upon in making the determination to cancel such coverage." In other words, they can't just say "because Obamacare."

And I for one really would love to blame it on those actually responsible, but somehow congressional democrats managed to convince people that this was their doing instead of the Republicans', I think because they wanted the American people to feel the Dems had wanted something.  Maybe someday we can get back to putting this squarely on the shoulders of the Republicans, where it belongs.

Repeal for a year is still a repeal.

The nearly 50 attempts to repeal it, court cases all the way up to the Supreme Court, blocking of funds to set it up, State's Governments refusing to act for years and threatening to arrest Federal employees there to help people, and the insurance companies stabbing their customers in the back because the protections against it was stripped out by Congress and still Obama can't get everything fixed in a couple of weeks. Why is he so incompetent?

Does the suggestion address the issue in a positive manner?
Does the suggestion have unwanted effects?

Instead of repealing ACA, why not allow everyone who lost insurance and was not able to get new insurance to have VA healthcare covered through the VA?

This isn't repeal, it doesn't delay the individual mandate requirement, you still have to be covered, and no new non-compliant insurance can be issued, this just delays the death of the non-grandfathered policies.

Not really, when did you first find out what the requirements were for ACA compliant insurance policies? I didn't run out and look in 2010, nor did I scan my policy to see if it was ACA compliant, I had insurance, and I assumed it was ACA compliant (it is), I can imagine several people in the same boat who were honestly surprised that their policy wasn't good enough.

Which they won't do. They'll make up a new problem about "compliance" and use the original extension as a starting point to argue for a new extension ("We already delayed it for a year, why not another year? Clearly the delays don't hurt").

The Democrats should avoid all appearance of conceding any sort of extension.

Simple solution: offer everyone who lost their policy the opportunity to enroll in Medicaid for 2014.  It could be accomplished with an Executive Order through the DHHS.  Any takers as to how many would turn it down?
