Uh, no.

The Court of Appeals temporarily halted the lower court's decision so that they could hear arguments on the issue. They have not overturned it.

Meh.  NYC was about the only place left in the country where Bloomberg could be considered a Republican.  He floated the notion of running for the White House before he switched parties and the GOP leadership just laughed at him; he's too liberal to run as a Democrat on a national ticket.

TFA: Seizing upon that finding, the city filed a new motion Saturday arguing that Scheindlin's 200-page ruling based on months of testimony should be immediately vacated in its entirety - even before the court reviews briefs and oral arguments in 2014.

In other words, the lawyers did what they always do, pray for the most extreme decision that is theoretically possible, and hope that it happens.  Honestly, I'd be more concerned if the lawyer intended to continue the appeal but didn't ask for that.

Actually it's said by the bad guy's henchmen for comedic relief, but is one of many examples of Shakepeare's ragging on barristers. But, y'know, B+ for getting as far as you did. Most people don't even know the context at all.
