A few points to maybe explain their behavior.

1.  They were up until that point in history, undefeated.  Nobody had really ever beaten then, not even the mongols (thanks to mother nature bailing them out).
2.  Japanese leadership (but not millitary) honestly believed we would never actually invade them.
3.  They vastly underestimated American manufacturing power.  So they thought them sinking most of our navy would be the end of it.
4.  They really didnt have a choice.  They really really wanted asia, and we were being fuddy duddys and were making that financially difficult.

Wrong. It was the radiation from the two nukes we dropped. There's a REASON we don't use nukes in warfare anymore: it makes the survivors WEIRD AS HELL.

This latest batch isn't helping matters.

That was only some of the Nevada ones. They nuked Arizona and New Mexico quite a bit, too.

Still, the map goes a long way toward explaining southern Illinois, Indiana, and Ohio.

Hmm, Fukushima Daiichi started up in 1971, about the time that really weird shiat started going mainstream in Japan. I'm going to have to go with the theory that the plant has actually been leaking large doses of radiation continually and no one noticed until a tsunami got everyone's attention.
