According to a Microsoft spokesperson, the anime character was created by Microsoft Singapore for the Anime Festival Asia (AFA) 2013.

I have a hard time being judgmental about the company creating basically a localized ad campaign with extra elaboration to include it in a specific event.  This is basically the equivalent of a local mattress store doing their ad with all the actors wearing football helmets when they know they're going to show it during the game.

Not so much a creepy new thing as standard operating procedure for every company ever when participating in themed events.
