It's an armored searobin. Hardly rare or undescribed, but I suppose it could be a new subspecies given its color.

Ahh, you're right.

I thought it might have been a weird poacher, but GIS for Armored Searobin shows some pretty close specimens.

It poops.  It defecates all over the sea floor.  The ocean is literally filled with armored sea robin poop.  When the sea water and armored sea robin emulsion starts to warm at the surface, minute particles of sea robin poop are lifted into the air with the evaporating water.  Eventually, this forms massive clouds of rain and dissolved armored sea robin poop that move onto land.  And then it rains armored sea robin poop all over the place.  When you drink from the tap, you're drinking armored sea robin poop and everything you eat -- covered in armored sea robin poop.

There's a reason the common name is sea robin.  That's because it tastes a bit like red snapper, but it's extremely bony and difficult to clean properly.  Just like robin.

I've caught the non-armored variety on hook-and-line. They are vaguely sad little guys, condemned to walk on the sea floor on their modified pectoral fins, all the while looking wistfully up at their swimmier piscine relatives.

Yup. The first pictures of armoured sea robins I found looked quite different, but I then found some more which definitely have the same scale size and pattern, body shape, and "prongs" on front.

Most sea robins seem to be red or orangish when alive at least. They are tropical deep water fish, but they can be found on the Georges Bank off Maine and Nova Scotia.

They sure look a lot like prehistoric armoured fish, but they have jaws which makes them modern fish. Perhaps there is a convergence of armoured modern fish to the scale size and shapes of older armoured fish.

They are clearly built like bottom feeders so local fishermen probably don't see a lot of them unless they can trawl in deeper water than most local fishermen can in the Third World.

Big heads and small bodies are typcal of deep water fish because they have to be able to swallow any thing they find. Food is scarce and it is prone to eating you if you don't eat it first. A big mouth is a big advantage under such conditions.
