There was a shooting over parking spot in the winter where a guy dug his car out, drove away, came back to find someone else parked there and shot him. It is a very intolerant town with a lot of armed people.

Philadelphia has got to be the craziest city in the US for parking.  The one time I was there I saw people just stop their cars in the middle of the street and park in the turn lane, and drive up onto the sidewalks to park.  What the hell?

All of a sudden, a guy comes running out of the gate. He's pushing a handtruck with a big box on it. He raises his and and says, "Sorry! I couldn't find a place to park and I needed to load this in my van. I'll be gone in a few seconds. Thanks!" I said, "No problem. Need any help?" He said, "Thanks, but I got it. Sorry again, man." He loaded up the box, threw the handtruck in his van and left. I dropped my friend off, then went hope and fell asleep.

One time I was blocked in by this big-ass SUV double parked in front of a high-end appliance store, and I sat there fuming for 5 minutes about the inconsiderate nature of SUV drivers, getting more and more worked up to go flip this guy off and give him a piece of my mind.  As I started to get out of the car, the other driver gets out, and low and behold it was my father-in-law, picking up a new appliance for the vacation home he lets me use for free.

Sometimes, as in this case, the "double parker" is still in their vehicle, maybe waiting for someone else to get in the car. Other times, people do what you described, pulling up alongside another parked vehicle, and hopping out to go run an errand or something. If you're lucky, they've left their hazard lights on. If not, then you get an inexplicably stopped vehicle in the middle of an otherwise unobstructed thoroughfare.

Which one was the "responsible" one again?   Responsible people park responsibly, react reasonably to a situation and/or don't necessarily feel the need to use a gun to make their point in a disagreement.  Doesn't sound like either of these fools were responsible.
