Ha!  No.  As someone who has worked at a Chinese middle school, the teachers hand out punishment haphazardly and don't have control of their classrooms.  Most don't care and will often walk out for a cigarette if the class becomes too unruly.

Chinese children can be terrible.  Little Emperor/Empress syndrome doesn't help either.

I wonder if the teacher face palmed when he heard later, and muttered to himself "I thought the kid would've just wrote the paper."  It wouldn't be the first time a teacher didn't choose words well, and a misunderstanding followed.  Kid's are not smart, if they were, they wouldn't be in school.  Don't use sarcasm on a student who doesn't understand sarcasm.
