Sometimes people use "whatever" not because they are wrong and are giving up but because the person they are having a discussion with is just too stupid to understand the arguments. I think this is one of those cases. She could have explained the nuance that the president is ultimately in charge of the government but doesn't micro-manage IT projects but that would have been a waste of everyone's time. Smart people already know... republicans either don't understand or will pretend they don't.

In fact, all responses to GOP members of congress by anyone who reads at or above a 6th grade level, at any hearings, should just be replaced with "whatever" from now on.

This may be because of deficiency in the set of shared premises, in the inferential capabilities of person A, in the inferential capabilities of person B, or the communications medium between them.

Spending your time and effort trying to teach the horse to sing is only useful when you're lacking better alternatives for them.

Though Sebelius is taking the blame, she likely won't be allowed to resign because Obama wouldn't be able to get another person to lead the Dept of HHS due to republican nomination blocking.
