The amount of damage small groups and individuals can perpetrate will continue to increase as technology improves, but so will surveillance and forensics. Tough to say how things play out.

Bring back the hooligans of the Roman Republic!

I think the key thing to take away from this is that whatever it is that we're doing to piss off citizens to the point of rebellion is obviously working. Now is the time to tighten the screws and really drive those grievances home.

Completely myopic assessment assuming that central governmental power can even be effective in such an environment.

This is how imperial powers collapse: Death by a thousand cuts.
This is also why relocalized policing works so well and why local police forces are militarizing as fast as they can spend all that fat federal money.
This is also why a giant force like the USA goes into tribal regions and comes out a decade later looking like an autistic monkey -- the tribes always win in the long run.

/And this brilliant idea is espoused by a "war expert" wtf.

Conventional warfare is impossible to win for either side. You can succeed in killing or disruption, but will not ever be able to "win". My question is why bother engage in a conflict that is unwinnable? The only likely outcome results in your death. You want to "win" anything you should invest in economic and cyber "warfare".

War has changed. It's no longer about nations, ideologies, or ethnicity. It's an endless series of proxy battles fought by mercenaries and machines. War - and its consumption of life - has become a well-oiled machine. War has changed. ID-tagged soldiers carry ID-tagged weapons, use ID-tagged gear. Nanomachines inside their bodies enhance and regulate their abilities. Genetic control. Information control. Emotion control. Battlefield control. Everything is monitored and kept under control. War has changed. The age of deterrence has become the age of control... All in the name of averting catastrophe from weapons of mass destruction. And he who controls the battlefield... controls history. War has changed. When the battlefield is under total control... War becomes routine.

HA! And some have enlisted the help of animals to fight their battles for them with something they call Gorilla Warfare. Those poor animals.

What the fark did you just farking say about me, you little biatch? I'll have you know I graduated top of my class in the Navy Seals, and I've been involved in numerous secret raids on Al-Quaeda, and I have over 300 confirmed kills. I am trained in gorilla warfare and I'm the top sniper in the entire US armed forces. You are nothing to me but just another target. I will wipe you the fark out with precision the likes of which has never been seen before on this Earth, mark my farking words. You think you can get away with saying that shiat to me over the Internet? Think again, farker. As we speak I am contacting my secret network of spies across the USA and your IP is being traced right now so you better prepare for the storm, maggot. The storm that wipes out the pathetic little thing you call your life. You're farking dead, kid. I can be anywhere, anytime, and I can kill you in over seven hundred ways, and that's just with my bare hands. Not only am I extensively trained in unarmed combat, but I have access to the entire arsenal of the United States Marine Corps and I will use it to its full extent to wipe your miserable ass off the face of the continent, you little shiat. If only you could have known what unholy retribution your little "clever" comment was about to bring down upon you, maybe you would have held your farking tongue. But you couldn't, you didn't, and now you're paying the price, you goddamn idiot. I will shiat fury all over you and you will drown in it. You're farking dead, kiddo.
