Why would he cycle off aftewards? He would have felt guilty if something were to happen later on and he let the guy go. Kudos to him regardless.

Because Brit police would press charges against him. They have a chart that lists different groups in society in order of "victimeyness". Since the mental patient is more victimey than a cyclist (though the difference is small) the cyclist goes to prison and the mental patient is given counselling, increased benefits and a preeching, moralizing puff piece in the Guardian by Polly Tonybee about how terrible it is for mental patients which is then cited on BBC news with no credible counterpoint.

FTA:
We are trying to get in touch which the cyclist - said to be in his 30s - who came to the youngster's aid.
He was wearing a jacket and jeans and cycled off in the direction of Everest Road.


Since the mental patient returned to the hospital and therefore they would know exactly where to get in touch with him, he is not the hero in this case (most likely the perp).
