Someone explain to me why a city that had to declare bankruptcy and be taken over by the state government somehow has a spare $283 million dollars laying around to build a new hockey arena? Wouldn't keeping 911 service be a slightly higher priority? Yeah, I get that they want to bring in fans from the suburbs to buy $10 hotdogs and $15 beers but that's a decades long payback, if ever. Makes me wonder if the Red Wings and the NHL aren't using the city's current situation as an excuse to sneak through their subsidy while everyone is distracted. Disaster capitalism at its finest.

As I understand it, much of the public money is coming from the Downtown Development Authority, which basically means that that money would not go to things other than, well, downtown development, and from bonds which are intended to be paid via arena income.

Of course, I may misunderstand.

Red Wings are pretty much all they've got going for them at this point (although the Lions are looking better than they have in years).  Why not drop the last of their cash on something that makes people happy?

/But now that I think about it a little, how many citizens of the actual city of Detroit are hockey fans?

So Metro Detroit (defined as everything outside 696 and 275 (and some of the inside 275)) isn't bad.  I have no idea HOW this works given that all their industry went away, but there's a bunch of cheap housing, and white collar people make serious bank (I'd be making 80% of my SF income on about 1/3rd the COL and I'd own a house right now) so they can basically be upper-middle class by doing nothing.

The way to do it is:

0) Fix the corruption.  That's your albatross.

1) Lower taxes.  Your ability to levy taxes depends on your ability to provide services and/or trap people (See CA.  It's a 12 hour drive to another city that isn't farking desert and 100 degrees in the shade (plus Hollywood and Silicon Valley trap entire industries), so they can have 10% income tax and 9% sales tax and everyone biatches, but nobody moves).  The freeways mean that I can go 20 minutes out and cut my property tax bill in half, lose the income tax, and get really good public schools (Or drop some of that money that I'm not spending on the mortgage on sending my kids to the Catholic Schools).  You're on the far side of the Laffer Curve because it's so easy to move out.  Nobody moves to Detroit because the taxes go up, the services disappear, and everyone's on the take.
2) Start with downtown and midtown.  The stadiums and musuems bring in affluent white people, which will provide the core.  Just start moving out from there.

3) If you can get downtown to build up, that will cause the freeways to fill up.  At that point, build some mass transit that isn't quite fast enough to match driving, but might force people to move into the city to live on mass transit lines and avoid the shiatty commute.  It's amazing how much of a trap (See #1) meh mass transit is since it forces people to relocate to be on it while promising to be just good enough to serve everybody.

You're insinuating that Duggan isn't corrupt.  I highly doubt that's true.  The difference between him and Napoleon might be that Duggan can get things done.  Sort of like a Daley in Chicago.

It's a big city. There will always be some "revitalize _____!" movement.

The politicians will latch on, the downtrodden section of town will support them, and the white carpetbaggers that always seem to make out like bandits will...well, make out like bandits.

That's just the way we roll around here.

Not assuming that Duggan isn't.  Kind of assuming Napoleon is though.  If history proves anything in Detroit, once someone is under investigation by the FBI though it's just a matter of time before the corruption surfaces.

Mayor is elected for four years.  If the EM is still around 4 years from now, Detroit's got much bigger problems to worry about than whether or not to hold elections.  Plus, there are still things the mayor and council have control over.

In New Orleans a decade or so ago, the locals fought the appointment of a white man to helm the school system because they thought that it would send a bad message to kids and lower their self-esteem.

I like the occasional ad that would say "vote for the candidate that resembles you" or some other veiled allusion to race.

This is what is being taught in the black community and it is the reason why once great cities like Detroit and New Orleans are the urban equivalent of toilet bowls.  People are elected because of the skin color (because they are black) and because of the belief that they will steal from the whites and give to the blacks - it doesn't matter if they elected representatives are actually competent at governance or running a city.

This mindset is ignored in the national news media because those in the news media are liberal racists who believe that blacks need to be babied and treated as if they are stupid in order for those in the black community to achieve a modicum of success.  It's what George W. Bush famously called the "soft bigotry of low expectations".

By all means, Detroit ... don't elect the white guy because of his skin color.  Surely this year's incompetent champion of the black community will pull Detroit out of it's 60 year liberal tailspin.  MLK would be ashamed.

Regardless of race or corruption or anything else; the city is bankrupt and falling apart. I can't, for the life of me, figure out why any sane person would want that job. Aside from doing large scale eminent domain of all the shiatty areas and concentrating the populace in the better ones, and then bulldozing half the city, I don't see what can actually be accomplished. And even that will take a damn site longer then a 4 year term to get through the court system let alone actually do.
