Maybe we'd have less to worry about if more prisons were focused on rehabilitating and reintegrating their populations we'd have less cases of people continuing to commit crimes and end up back in prison.

WTF is this?  Norway?  We need to keep the recidivism rate up!  If we create an environment for the prisoner where they can let their guard down and actually have some time to reflect on their situations instead of being in a constant harsh environment, contemplating their day-to-day survival, they might actual rehabilitate someone.  Whatever that word means.  We need to harden them up!  Ensure a round trip ticket to keep the system.fed.

Reintegrating into what? A life where you're even less employable.

Maybe we should focus more on what people are receiving criminal records for.

I have friends who work corrections, in Florida of all places.  With the exception of the corporate run facilities, the complaints that not enough is being done to rehabilitate is being felt strongly in the prison system.  Many of the corrections officers are still resisting it, but even in this part of the world, there are people doing their best to do something about this problem from the inside.

From what I understand, I think the biggest problem, is that too many people in the corrections (especially older guards and administrators) business still think that religion is the magical silver bullet to turning a person around, despite the mountains of proof that it does little to nothing for most people.  Still, there have been significant changes within the last ten years.  Of course, this does not mean we take the pressure off, we just need to understand that there are a whole lot of people on the inside of the system that are working to turn it around, and they have already won a few small battles.

The convicts tend to make the environments what they are, don't kid yourself into thinking that the administrations or staff are what makes prisons the hell holes they are. The federal prison I worked at briefly was full of "programs" that would teach trades, working skills, betterment courses and a whole host of other things, some of which even paid the inmates to attend. Out of the population of about 1200 that called that place home I would say less then 5% took any of it seriously. The street thug life, gang banger life and all the other retarded mentality that got them there didn't disappear when they got off the bus and put on khakis.

Nah, we don't want to be like Norway, that's so good at rehabilitating prisoners they're actually closing prisons because they don't have enough inmates. That would be, you know, socialist.

Prevention?  That's good too, but once they're in prison my overriding concern is 'how do we best ensure that when this individual gets out they don't commit more crimes to end up back here'?

I might be a libertarian, but I want our prisons more like Norway because prisons that are effective at reform are just plain cheaper.  One third the prison sentence combined with roughly 1/3rd the recidivism rate translates to something like 1/6th the number of people in prison.  That's a lot less government.
